Relevant Professional Experience: 

Dr. Seaver has extensive experience in many aspects of information resources management, with primary interest in strategic information systems planning and strategic information systems development.  He has more than 30 years of experience working on developing large, medium, and small scale information systems.  Dr. Seaver has been responsible for overseeing both in-house driven and contractor-driven system development projects.  Prior to joining the faculty at the iCollege, Dr. Seaver served as an Associate Director of Information and Telecommunications Studies for the University of Maryland University College Graduate School of Management and Technology.

Scholarship:

Dr. Seaver recently presented his paper "A New Philosophy for Organizational Analysis in the Public Sector" at the Second International Conference on Social Science Research.  He is a member of the Editoral Board for the Journal of Information Technology and Politics published by the Information Technology and Politics Section of the American Political Science Association and Haworth Press.  Dr. Seaver's current research interests include: systems thinking, decision-making, IRM strategic planning, and national security policy.  He continues to make presentations on systems thinking and national security decision-making.
