Thomas Wingfield

Thomas C. Wingfield is Professor of Cyber Law at the College of Information a Cyberspace of the National Defense University in Washington, DC.   He teaches all national security cyber issues, and his research focuses on identifying the international legal standards which characterize use of force and armed attack in cyberspace.   He holds a J.D. and an LL.M. from Georgetown University Law Center.  He has taught at the UAE’s National Defense College, the Marshall Center in Garmisch-Partenkirchen, Germany, and the US Army Command and General Staff College.  A former Chair of the American Bar Association’s Committee on International Criminal Law, he is the author of The Law of Information Conflict:  National Security Law in Cyberspace and a member of the drafting committee for the Tallinn Manual on the International Law applicable to Cyber Warfare.  He may be contacted at thomas.wingfield@ndu.edu
