COLONEL NANCY BLACKER serves as the Chairman of the Joint Chief's of Staff's (CJCS) Chair as well as the Army Service Chair at the College of Information and Cyberspace. COL Blacker develops curriculum and leads several teaching teams at the College to include the Strategic Leader Foundations Course and the International Practicum. COL Blacker has been a guest lecturer at the NATO SOF School in Mons, Belgium, as well as at the Joint Special Operations University at SOCOM Headquarters at MacDill AFB to discuss various cyberspace issues at the strategic level.
COL Blacker was commissioned a Field Artillery officer and transitioned to functional area 59 (Army Strategist) mid-career. COL Blacker most recently served as the Chief of Global Force Management and as a senior military advisor to the Assistant Secretary of Defense for Strategy, Plans, and Capabilities. Before that she served as the Chief of Interagency Engagement for the J5 at Special Operations Command as well as in the deliberate plans shop. She was the Chief of Counterterrorism Plans at Pacific Command and has experience at the Division level with the 25th Infantry Division. COL Blacker has many years of Joint and Interagency Experience at various staff levels.
COL Blacker has a B.A. in Geography/Urban-Regional Planning as well as a Juris Doctor Degree (J.D.) (University of Kentucky) and has served as a Fellow at RAND.
