Ricardo A. Aguilera serves as Chief Financial Officer and Director of the Division of Financial Management at the Board of Governors of the Federal Reserve.
As Chief Financial Officer, Mr. Aguilera advises the Governors and Chief Operating Officer of the Federal Reserve Board on all matters related to directing the Board’s financial operations, budgeting, accounting, strategic planning, procurement, internal controls, risk management, and information assurance activities.
Prior to this, the Honorable Ricardo Aguilera was nominated by President Barack Obama, confirmed by the Senate, and served as the Assistant Secretary of the Air Force for Financial Management and Comptroller. In this role, he was the principal adviser to the Secretary and Chief of Staff of the Air Force on all financial matters. From 2010 until his Air Force appointment in 2016, he was the Director of the Chief Financial Officer Academy at the National Defense University. Upon the conclusion of his appointment to the Air Force, Mr. Aguilera returned to the university.
From 2006 to 2010, Ricardo Aguilera was a senior executive at the U.S. Department of Defense and served as the Special Assistant to the Deputy Comptroller for Program and Budget and as Associate Director for Contingencies and International Affairs. Earlier in his career, he served as a Deputy Branch Chief in the Office of Management and Budget and in the U.S. Government Accountability Office.
Mr. Aguilera is pursuing his doctorate at Georgetown University. He received his master's degree from the George Washington University and his bachelor's degree from New York University. He is a graduate of the Naval War College and is certified in defense financial management.
