Mr. Andrew V. Walsh is the Deputy Chancellor and State Department Chair, at the National Defense University (NDU) College of Information and Cyberspace (CIC). He serves as an advisor to the Chancellor, Provost, and National Defense University President on programs related to cyberspace and information. Mr. Walsh is instrumental in strategic planning and coordination of CIC’s initiatives. He maintains relationships with partner NDU components, U.S. government agencies, the private sector, international allies and Department of Defense and civilian educational institutions and universities and other interagency partners.

He is a career member of the Senior Foreign Service with the rank of Counselor. Before his assignment at NDU-CIC, he served as the Tri-Mission Counselor for Diplomatic Technology for the U.S. Missions to Belgium, the European Union, and U.S. NATO. He led enterprise-wide modernization initiatives to strengthen diplomatic readiness, secure global communications, and enable mission resilience across high-threat environments. He also served in Washington, DC as Global IT Modernization Division Chief responsible for global lifecycle of all technology across State. His other overseas assignments with State include service in Munich, Beijing, Managua, London, and Nairobi with TDY work in Somalia and Haiti. Across these assignments, he has led multidisciplinary teams, strengthened mission resilience, and supported U.S. engagement in politically sensitive and security-intensive contexts.

In addition to his work at State, he is also an Army Reserve Colonel and Commander of the Army Reserve Cyber Protection Brigade. He previously served on the Joint Staff (J33) in the National Military Command Center at the Pentagon, contributing to real-time operational coordination during global contingencies. Prior to the pentagon, he commanded a JPME education battalion in Germany and a cyber protection battalion. He is a distinguished graduate of the U.S. Army War College and the Command and General Staff College.

Mr. Walsh earned a bachelor’s degree in political science and philosophy from St. Ambrose University and a master’s in public administration from Southern Illinois University. His wife Monica also served within the Department of Defense and the Department of State, and his daughter Brenna currently works for the Department of the Army in Human Resources.
