Relevant Professional Experience:
Before coming to NDU, Professor Fraser served as CIO for the new Loan Programs Office in the Department of Energy which is the world’s largest investment bank for energy related projects. He previously served as a Program Manager for a portfolio of large, national business management IT system modernizations at the Department of Energy; and as a line office Chief Information Officer in the National Oceanic and Atmospheric Administration of the Department of Commerce leading national modernizations of scientific and administrative computing and telecommunications systems.

Other career highlights included serving as a member of the Transforming Organizational Structures Team of the National Performance Review for reinventing government, and as a Deputy Center Director at the National Academy of Public Administration. He also was a Fellow at the Council for Excellence in Government and maintains certifications as a Project Management Professional (PMP) and as a Certified Financial Planner (CFP). Mr. Fraser was awarded three Silver Hammers for innovative leadership on large, complex IT Programs/Projects and a Departmental Gold Medal.

Portfolio, program and project management, organizational leadership, ERPs, managing organizational change, strategic planning and alignment, business process re-engineering and improvement, performance management, software development, strategic acquisition, and financial planning.

Scholarship: 
Professor Fraser’s publications include articles on IT strategy and large databases in the journal “Public Manager”; public policy and impact analysis for Federal organizational senior leadership and the Marine Advisory Program, Sea Grant Program in Oregon.
