Two of the iCollege's esteemed Cyber faculty provided a two-part cyber lecture
series for 40 students from Latin America at the William J. Perry Center for
Hemispheric Defense Studies (CHDS) at the National Defense University as part
of the "Perspectives of Homeland Security and Defense" course (PHSD) on
September 16 & 17, 2014. The PHSD is a four-week course for senior executives
from institutions in Latin America that deal with homeland security and
defense.
Professor Gil Duvall, Engr., gave a presentation on "Cybersecurity and
Cyberterrorism" which analyzed the difficult challenges of technical and
policy considerations on a set of issues in detecting and deterring existing
threats in the cyberspace and implementing effective safeguard measures. This
was followed on the second day by Professor John Saunders, Ph.D., with a
presentation on "Industrial Control System and SCADA Vulnerabilities," which
examined international communications and technology (ICT) issues essential to
preserving a nation's critical infrastructures and key resources.
The PHSD course begins with a two-week distance learning phase followed by a
two-week resident phase conducted at the William J. Perry Center in Washington
DC. and in USNORTHCOM Headquarters in Colorado Springs, Colorado. The course
permits participants to analyze and compare the nature and the scope of
transnational perspectives on homeland security and defense; including
considerations for border security, preservation of critical infrastructure,
response to terrorism, interagency coordination, maritime and port security,
nuclear plant safety, cyber crime, and continuity of government.
